The problem is that when you change the size of your shoulders, the balls on the mask move (see photo). I also attached a .blend file photoblend

Hi! Your problem relies on the uv_1. As you can see from the image, half of the little pompoms are mapped way down and far from the rest of the mesh. To fix this, please re do the uv_1 transfer. Hats like this, (that don't go far down to touch the sim's body don't need neither green vertex paint nor uv_1. But for the sake of practice, i would re do the uv_1 either way.
