Every time i try to load the new mesh with the correct weight into sims4 studio the weight of the new mesh changes any ideas of what i doing wrong example of what I import. after I in game test this is what the mesh exports as this happens with both harmony and wishes and I am using the recommend 2.76blender as well

Can you share your .blend and .package? The only thing that comes to my mind is that you might used more than 5 bones per vertex. By default the game can read only 4 bones per vertex, if there are more bones weights go crazy in the game. Without seeing .blend and .package it's difficult to tell what happened.
