whenever my sim moves her head, this happens to the hair texture. how do i fix it?

Without seeing the mesh (.blend) it is not possible to say. Probably it happened due to not smooth bone assignment.

I can either suggest you re do the weights (delete all bones first) and uv_1 following this tutorial. Or i can suggest changing the brush to "blur" in weight mode ( with solid view) with a strength of 0.150 and go over all the hard edges of each bone to soften them individually on all the parts that look ragged. You have to go over each bone and over each mesh group. If you decide to go with the manual fix, i still suggest re doing the uv_1 with the first method since it looks a bit wonky.. but test it out if you see it's just fine on its own.
