Hi! It's very difficult to give you an specific answer without seeing the files. So please share the .blend and .package files (both).
It looks like an UV issue to me, your accessory might be overlapping the hair.

Also you need delete the extra uv_1: The First one is from cats and dogs and the other one is from dine out, but it happens to the majority of hairs, but not all, but shouldn't I delete uv_0 because the texture is on that or does it not matter in Sims 4 studio?

Please delete the uv_1 as I suggested and test it out in game. I don't see any issues with uv_0.

Hi! The problem isn't with the mesh but with your textures. They are overlapping beyond the hat space into the hair space. Reduce the alpha channel to match the hat space, and even smaller if the uv of your object isn't even going that far. Either way, the uv_1 was still incorrect so i suggest to delete it/keep that version deleted.

No, i've mentioned that this issue isn't mesh related. You have to edit your texture's alpha channel in your image editor. unless you aren't saving your textures as .dds If you're using .png, then you need to cut the chunk of the texture that is outside the hat space. Overlay the BODY TEXTURE MAP with your textures and you'll see it doesn't match up.

No problem! I always forget that some users do use .png. I'm so used to using .dds from the start and .png don't use alpha channel. Not sure if the confusion was there.. either way, don't worry about it. Let me know how it goes!
