I am no hair expert so I cannot say 100% but I think there is a lot to work on with this mesh : - First of all it floats above the sims head. So, you might want to adjust it. - There are holes in the cranial part of the mesh. - There is no uv_1 - There is no vertex paint - The uv map is not named uv_0 - Not hat compatible
I couldn't identify the texture issue itself though. It seems that the faces around the whole in the cranial area in the front of the mesh are somehow displaying the full (or part of the full texture) The uv looks correct when using the hair texture. The normals are correct. I saw this kind of issue before where a part of the uv map was not following the way it was mapped but couldn't identify the reason. I would need to have a look from home to see more into this. sorry.
