The blend you shared:
a- has absolutely no bones. Please follow the weight transfer tutorial as it was suggested already. b- all normals are broken, it's not the modified/fixed version i shared to you. Just pointing that out.

? hmmm, okay I am confused. inabadromanceFirst, I used the blend you shared with me so I don't know how it reverted back? I guess I'll go back and try again? Second, someone told me to delete all the groups, so I did that. Did I misunderstand what the groups were and deleted all the bones. If so, once I go back to the blend file you shared with me do I just weight it again like normal and forget about deleting the groups or ? I'm so confused why this jacket is so problematic.

I was the one i suggested deleting all the bones. BUT, you didn't read the full sentence. Before re doing the weight, you delete all bones to avoid any remnants of them. In summary: delete all bones, re do weight transfer properly.
The file i edited, has the weights done BUT you never did the CLEAN step. So just by following the CLEAN step, it should fix it. Meaning, go into weight transfer mode, press CLEAN once and that's it.
This thread has already 4 pages talking about the same issue over and over, the solution is following the tutorial. There's no other way of doing things when everything is already explained there.

I have done every step and suggestion you all have given me. I read the full sentence and I deleted the bones before redoing the weight transfer process. I'm not just coming back to this page pretending I worked on anything. That's why I was so frustrated when I kept getting the same responses, because I was doing the same thing over and over with no results. I did the clean step every time it was suggested. I have followed annabluu's video tutorial 4 or 5 times and did every single step. I have weighted (unsuccessfully apparently) this jacket a million times following both annabluu's video and the weighting tutorial from the s4s thread. I literally don't know why she got it to work doing the exact same steps that I am doing. inabadromance

Let's do this. From the latest blend you shared (the one with no bones). Follow the weight transfer tutorial and write me ALL the steps you make so i can try to understand what you're doing differently. Then shared the updated file so i can see it.

Pick whatever version you want. Let's use my version, and do solely the CLEAN step. Then share the updated file for me to see.

1. Opened blend file. 2. Before doing anything adjusted the mesh (fixing position of pockets and badge) 3. Saved 4. Appended reference mesh, joined references together 5. Selected studiomesh1 (my jacket) 6. Data transfer modifier 7. Delete reference mesh 8. Open blend in 2.77 9. Repeat 4 and 5 10. selected weight paint mode 11. clicked transfer weights, by name/all layers/replace, clean. 12. save inabadromance

If you've used my modified file, then you should have deleted the bones and re do the weight from scratch. But let's let this pass, if you have issues with the weight. Re do by following what i suggested. The problem here is the CLEAN step. When you go into weight transfer and click CLEAN a little dialog with settings will appear below (picture). Use the scroll bar on that space to go a little up if you can't see it. Change "Active" to "all groups". It will apply automatically. Save. You can check before cleaning and after how the weights are per vertice by right clicking on a vertice and seeing the weight groups on the side bar (press N if you don't see it)
