no you don't need as many weights as you have. try cloning a base game hair and doing the weight transfer with that. you also need a uv_1. try seeing if this will help

Hi! Your issue is that the hairline (all the edges of the mesh that have skin parts) are too close to where the head ends. When opening the blend, you have all the border selected which is awesome! You just have to resize it into the skin so that it melts better. Press S to resize and press the left arrow key so that the edges go a little inside the head. Take a look at THIS EXPLANATION.
