I don't get steps 14 and 15 of part 2. I've been reading them over a few times and checking the screenshot but I still don't have any clue as that what 'the edges of the 3 inner ring sections' is supposed to be.

As it shows in the picture, you need to right click an edge between two vertices of the inner circle while holding ALT to select it all.
