Looks like you transferred weights from a full body and imported in hat .package. I'd place my bet that this is the reason why game crashes. There are too many extra bones that don't present in hat meshes. I'd do following to see if it helps: 1. Clone new .package. 2. Delete all extra vertex groups that don't have any weight from your .blend. Like b__CAS_R_EyeArea__, b__R_Thigh__, b__ROOT_bind__ and so on, there are a lot to delete. Import in new .package. 3. Choose 1 vertex paint color. I'd try 007F00 first and if it doesn't work I'd go with 00FF00. Don't use 2 colors at the same time. Additionally you can set up the number in ExcludePartFlags that will tell the game to not show earrings and hair when someone puts hijab on sim. You need to put 0000000000000404 for each CAS part.
