Just downloaded S4 Studio today. I am a modding/photo-editing beginner and use GIMP to recolor a maxis painting (The Portrait of the Lady Mimsy or sth). The 3 images used to recolor are concept art from a video game so they look very sharp and clean. However, the images are much bigger than the painting, so I rescaled them to a more appropriate size. When I tested the cc in game, the scaled-down images were not as high quality as the original art. Is this normal? imgur.com/z2bXp7u

Depending on the scaling blurriness may well be expected, only so much detail can be kept. Maybe try cloning the painting and changing the size of your texture so that you're not scaling it down so much.

I agree with motherof70. If you decide to use larger images, remember the images you import need to be sized in powers of 2 even if the texture you want to use isn't that large. Reasonable sizes that are powers of 2 are 256, 512, and 1024. Each side of the image you import must be one of those sizes or you run the risk of seeing a question mark image in place of yours in the game. For a painting using a top dimension of 512 should give you a crisp appearance in the game.

Thank you, I will test it out and see if there's any improvement.

After some tweaking, the painting has a sharper resolution now though it is not on the same level as the original art. Thank you for taking the time. :D
