What do you do to get rid of the three story limit?

Hey, I noticed that some actually build huge houses and they seem to have more than three floors in it, which when I try going over three floors it stops me and tells me something like "3 stories only." and it does not let me go over. Is this a mod people are using, a console command, or is it illusion? Help me out please, thank you!
