It appears that I can't/don't/know see how to reply to some posts for the troubleshooting and bugs forum. Is there a rule for members that they have to do so and so to be able to use those threads?

Same here, have been trying to reply to the error thread and unable to. Is there a post restriction to replying to certain threads or??

This is pretty stupid. I have an error to report but I can't do it because I don't post a lot? That's ridiculous. Like the error doesn't exist or need attention because I don't post on the forums, what a joke.

The requirements are very minimal. They just want an active community and the post limit is designed to weed out people who aren't here to make the community better.
I recall getting required post limit is very easy, just take a couple days and try to comment if you like something someone shared and help folks out if you know the answer, make an introduction, write a story, toss out some CC or just talk with folks in the general areas about the sims, but you have to really say something, it can't just be 1-2 word posts here and there.
After a couple visits, you'll have the limit and gained access to a great community of people who do their best to help out.
