I made an oversized shirt dress but when the sim walks its legs just go through the bottom. I made it a shirt so people can pair it with pants, so I used the data from another big shirt mesh when I was making it, but my shirt is as long as a dress. How can I solve this because I've tried quite a few times?

Hi. You need to transfer weights and a uv_1 map from an outfit that matches yours the closest in shape. So in your case it should be a full body outfit, preferably a dress, not a top that is shorter than your sweater.

If I transferred weights from a full body outfit, how do I make it a shirt in game?

by cloning a shirt, regardless of the mesh you used as reference for weights.

Not sure if this helps but you can change what type of CAS item your mesh is with this option -
