Hi. Did you vertex paint the whole thing with 00FF00? even if it is painted, try again with everything selected just in case its hex code is wrong. If it won't fix the issue, please share the blend

Deformation maps ( age, gender, body mass, etc) come in 2 varieties: skin-tight ( 00FF00 ) and robe-like ( 3FFF00 ). The later is meant for the bottom part (starting from hips) of dresses and similar items because it changes the way the mesh follows animation ( between legs ) and disables certain morphs (calves, thighs, etc). The front part of your mesh is vertex painted with 3FFF00, these morphs are disabled. So yeah, just vertex paint everything with 00FF00.

In case there was a problem on top, would I paint in color 3FFF00 or not?

No, 3FFF00 is for skirts and the bottom parts of dresses, coats, cloaks, robes, tunics, aprons, etc. It does not go in the top part or clothing that has no skirt-like bottom
