I could be wrong, but I don't think it likely. Would raise too many objections.
Vegan and Vegetarian aren't quite the same.
Mainly, Vegan diets are plant based,no animal connection whatsoever.
Whereas Vegetarians may consume dairy such as milk and cheese, as well as eggs; which are all animal based.

Vegans would then object to the fact that several of the vegetarian dishes in TS4 are NOT vegan- mac and cheese, omelets, fritattas, etc.

They are right. ^
Vegan means you won't eat anything produced from animals, only settling for plant-based food. That said Vegans won't even eat eggs or consume milk, if it comes from an animal it is a hard pass for Vegans.
Vegetarian means you won't eat meat or anything that involved killing an animal for it's flesh. Vegetarians however will still eat eggs and drink milk, they just won't eat meat.
Also like Snowdog said, several things in sims that are considered vegetarian safe dishes are absolutely not vegan safe. Cheese uses milk to make, omelets use eggs to make, ect. ect. So I would suggest maybe ask for a Vegan Trait mod instead, but to be honest you would need to also have a whole pallet of Vegan-Safe food added along with the Vegan Trait mod if that where the case. That is a lot of mods clogging up your game as well as a lot of work to make happen.
