Looking at the person's site... That looks to be part of a pet project for him. The things he is willing to share are well given via download categories. That image, meanwhile, falls under his "S1MONE" thing and not his shared CC area. As it goes, at best you can contact and ask, but that specific CC looks to be his creation for his own purposes.
