Hi! So this mod already exists (kind of) but hasn't been updated since 2015. It's frustrating because every lot I go to, I see the same sims everywhere. The sims that walk by the house are always the same. It kind of ruins the game for me since I know I have so many NPCs that I've edited but I never get to see them, I only see my played sims and the same NPCs. Could someone please update this mod or create a new one? Please

It says last updated in February 2019 and that it is no longer needed. Are you updated to the most recent patch and making sure to not use an outdated mod that affects spawns? Also, MCCC allows you to force the game to grab sims from your library instead of generating random new ones, so you can save all the edited NPCs, download new ones, etc. and fill it with a lot and it should do the trick. Also, there is a fix for the African male templates by BrainBlasted, that might help a little since it was using the Asian template instead.

Oh I only saw the date 2015 for it's last update, where does it say 2019? Even though it says it's no longer needed there a a lot of people who say they're still experiencing issues and would like the mod to be updated :( I use MCCC and I use that setting and new NPCs haven't generated in ages since I have so many but I still see the same sims in the same venues. I'll check my mods and see if they may be causing the problem. In the mean time I've tried watching tutorials to see if I can update it myself but none of the tutorials mention anything to do with actually updating a script mod, they only talk about creating script mods so that's really frustrating. Didn't realise it was so difficult updating mods!

I'm having the same issue. I've been searching for over an hour, and I can't really find anything that fixes this issue. I see a lot of people recommending MC Command Center, but I think they're misunderstanding either the issue, or what MCCC actually does with its population module.
I know exactly what you're talking about. You go to a gym in one world, you see 15-20 sims, and if you stay there all day, they just leave and eventually come back, cycling through the same exact selection of 15-20 sims. You go to a gym in another world expecting a different selection of sims, but nope, it's the same 15-20 as the other gym. All gyms use the exact same list of 15-20 sims. (Note this does not include the Gym Trainers; each gym lot has its own trainers.)
What MCCC does is it takes this list of 15-20 sims, and instead of it cycling through them one at a time, in the same order every time you go to the gym, it shuffles those sims, so they show up in a different order each time you go, but it's STILL THE SAME EXACT 15-20 SIMS every time at every gym lot.
I assume this is the case with every type of venue, like cafes, nightclubs, lounges, etc. It seems like the game populates a list for a given venue, then only ever uses that list of NPCs to spawn as visitors to that specific venue type.
I have not found any mods or any solutions to this problem. The shuffle function from the MCCC population module does help a tiny bit, so they won't always visit in the exact same order, but we really need a mod that will get rid of this "list" functionality all together and let a lot populate with a random selection from ALL VALID NPCS. For instance, if you go to a gym, it should search for ANY NPC that has the active trait, and is not currently at a job/school/event. I don't know why the game creates such a limited list for each venue type, but it's really immersion breaking. At least make the list larger, like 50, so there's more variety to the visitors. I have 500 sims in my game and I see the same 15-20 every time I go to a gym, EVERY gym has those same 15-20 sims. It's just ridiculous.

This is not a fix but something I have done to make the ncps a bit more interesting. I was so fed up with the same ncps turning up at the opening of an envelope that I opened them in cas (using cas.fulleditmode) I made new sims, gave them interesting traits and looks and then deleted the old boring sims leaving the new ones. Same family but shiney new ncps. This stopped the game vomiting a bunch of new sims like the time before when in frustration I deleted about 60 of them
