Anyway, unfortunately, the download links do no load at all.
But the reason is pretty obvious. In newer versions of Blender one must take an extra step in the process of Weight transfer:
1). Select the reference, Shift-select your tail, switch to Weight paint, click on Transfer Weights, choose By Name;
2). Click on Clean, select All groups;

Whatever you import in the package must have the same vertex groups as the original. Your meshgroup has vertex groups from the upper body that can be removed either manually or with this addon

The vertex color is wrong. The original is vertex painted by two colors with a very soft transition, the first one is 007F00, but I cannot understand where the second one starts to sample it. So I guess you can just vertex paint everything with 007F00

You should have not transferred the uv_1 map to those part of the tail that you did not edit. Should have just separated the fins and transferred it to them from the base.

And you did not unwrap those fins on the sides. I unwrapped them, but you should put it where the reference's fins are on the uv map.
