I'm trying to convert those skin-tight pants that came with City Living into leggings, which is working fine so far, but I cloned the standalone package from base game leggings since I wasn't able to just modify the package with the CL pants in it or the only leggings that came with CL (meshes won't import correctly, but that's a problem for another day. Or maybe they don't export correctly, but it's hard to check since I don't have Blender installed). Is there any way I can set it to only show up if CL is installed without having to clone a City Living CAS object?

Not to my knowledge, no. The thing about tights are, they are basically only texture. If you use the BG tights (the only CL tights are for children?), you'll do fine just importing the textures from the skin tight pants. (I think, this is not my area of expertise!)

I'd have thought so too, but unfortunately, I tried and it looked wonky :c The legs had a harsh seam at the top of the thigh that cut inward
