Blender is kind of funny. I tried updating to 2.79 once and found if I had stacked UV islands I could only move the entire stack and couldn't move individual islands. I have no idea why. There were also permissions issues with 2.79 that turned out to be a bug with Blender. (Or maybe it was 2.79b. I can't remember exactly)
Right now, I'm using Blender 2.78 and Sims4Studio_v3.1.6.3 (Wishes). I was running into issues with the latest version of Studio. Probably I could have gotten things worked out but I was having so much trouble with the tools needed for a Sims 3 project that I didn't want to fight Studio on top of everything else so, honestly, I just rage-quit and went back to my old standbys.
I think I have gremlins. Even the car broke down.
Yeah, keep one rig. The rig is a skeleton and is needed for animation. You definitely need one but one only. You don't need a bone_bone_shape. No reason to keep it/them.
If you decide to try Blender 3.3 you should know that there have been some issues with it. It seems Sims4Studio_v3.2.0.3 (Star) likes the meshes it exports and will import them without trouble but any mesh you make from scratch in Blender 3.3 won't import. Syboulette found that opening the reference mesh exported from Studio, appending your mesh into the scene, then doing what you need to do, and then saving is what worked.
For now, I'm holding off on using the latest Studio. Once I'm done with my projects maybe then I'll roll up my sleeves and go to war with Blender and Studio but not now.
As for your question about what version of Blender is best, the answer is who knows? Not everyone encounters Blender bugs. I've been using Blender 2.78 for years and I really like it, but your mileage may vary. The reason Blender 2.76 is recommended is that it seems to work well with most people.
