Lets say I want to recolour something. What if a person has no TOU and there is also no way to ask them? There is also one person that states you need to contact them to ask. But I browsed the whole blog and there is no way to contact that person. It is a korean blog.

Do you have the link to the blog? I would just credit the blogger's name. If there is no TOU then in my opinion it is free to be done with as anyone wishes.

Ok right at the top of the creation written in red he states "Please DO NOT UPLOAD TO ANOTHER SITE" and "Don't Re-Edit without My Permission"
Right under his profile picture is an option to email him but you have to log in to Naver site.
I had to use googles translate page to find the message button.

To be safe, if they have no TOU and cannot contact them, just leave it be. We have a TOU but occasionally get an email asking us. My wife does hair recolors, some times she has found one she wants to do but has the same issue as you so she just calls it bad luck.

I think people should default to assuming it's *not* okay to use work when unsure. Particularly with sites that are not in a language one is fluent in, you may miss the TOU. Also the interface on your computer may not pick up all the information from foreign servers. I've heard people complain about people assuming they can just violate a TOU if they can't read it. As a monolingual English speaker from the US, I don't want to be that "ugly American."
