Hi whitecrow, I took a look at your .blend, and the problem is the weighting. Select your dress and go to Edit mode. Select solid shading, click n on your computer keyboard to bring up the side-bar menu and put a check in the Show Weights box. Click the small inverted triangle to bring up the list of vertex groups. As you click through them, you will notice the skirt remains a solid dark blue for most of the bones. This means no vertices are assigned to that bone. When you click the pelvis and spine0 bones the skirt will become a pale greenish color. This indicates that all the vertices of the skirt are partially assigned to both of these bones. What you need to do is assign the vertices to the correct bones in the correct amount. The easiest way to do this is to find an EA mesh that is similar to your mesh and transfer the weight from that item to yours. Brujah wrote a tutorial showing how to do this and posted it HERE.

Hello orangemittens, thank you for your quick help. I have tried weight-painting before on an accessory, but I didn't realize it would work like that on Clothing, too. I have been able to fix it. Sadly, the mesh doesn't morph with the body. I am wondering if there is any tutorial on how to make Morphs?

Hi whitecrow, you're welcome. Sims 4 items don't have morphs like the ones in previous games. To make something work with the CAS sliders your garment will need its own second UV map. Elia wrote a tutorial showing how to create a second UV for garments, and it is posted HERE.
