I made some cat ears for my sims and the model seems to deform based on the shape of the sims body. i don't know what is wrong with it, i checked the vertex groups and they are the same as my other stuff that works. You have an extra UV map there, the third one which should be deleted. Assuming all UVs above that are okay, then it should work fine. It will help to look at the blend file as Porez suggested. Also, head pieces don't need uv_1 either. But just head pieces.
