I'm betting that the original poster is using a mac – like I am. Cc with spec map issues that looks perfectly fine on PCs, make sims shiny on macs. I actually tried that cloak once – I think it originally has no spec map at all (but I'm not sure, it was a while ago), so it looked the same in my game.

Hi stuff, do you mean the cloak had a blank specular or that the package contains no specular resource at all?

Hmm, I remembered it had no specular resource at all, but I've double checked now and it has a spec map, but no normal map? Anyway, in my game it looks the same (sometimes the shine is not visible in CAS – but always pops up in live mode):

Based on looking at this .package, it seems that if a specular is removed without being de-referenced it will cause issues on a Mac. If you're on a Mac, this would explain the problem. Thank you for sending the package and testing the fix stuff
