but how do you make pretty ones like that
Be really really good at blender or something similar Be really really arty in the first place Have immense talent Have untold patiences
These hair makers have been doing it for years, they are elite 3d molders who don't just make meshes for the sims, they usually use 3ds max or unity and a probably use those wacom tablet thingies (I'm guessing)
They only way you or I will ever be able to mesh hair like that is practice, more practice and then practice some more. There are youtube tuts on how to make hair, but to achieve hair like in the pic is not something any tut will teach you.
I use 3ds max, I have done a uni course in it, I can make lots and lots of things, but there isn't an "arty" bone in my body so clothes and hair I'm hopeless at. I know one person on this entire site that has made hair in past, how often they make it I have no idea.
Basically start with the basics and just practice, or be like me and just download others :D
(I hope you still love me)

You don't need wacom tablet for this (inexpensive $30 Chinese Huion tablet is pretty awesome, or even used Genius G-pen 450 will work like a charm). In fact, there is no need in using tablet for creating hair texture. But everything else is super accurate :D.

haha. maybe he was referring about drawing manually the texture. Yeah but I don't know if they do or not, I just know you can. When I did my 3d course one of the tuts used it to make a hair texture, I didnt have one and wouldn't been able to use it anyway with my two left hands and ten thumbs so I failed that bit.

hahaha XD. But in all honestly, no wacom is needed. There's tutorials out there to do hair texture and it's all a sum of effects since everything needs to be precisely straight... and no hand can do that :P.

Making hair is not a mystery and it can be done with Blender just as well as with any other decent 3D editor. There are tutorials showing how if you Google. Just don't use any that show how to make particle hair. I agree with those above me that said it's a labor-intense process that isn't for everyone.
The picture you're showing uses hair on an alpha that the Sims 4 does not support very well (no EA hair uses it). Making that will involve using a glass shader that wasn't meant for hair. Studio has automated the process of switching out the shader and you can get to that in the upper bar Tools menu. Choose Modding and pick Glass shader (CAS). You may run into render layer issues making Sims 4 alpha hair using the glass shader. Laracroftfan1 wrote a tutorial showing how to deal with that and posted it in the CAS/Pose tutorial section.

i truly have like two alpha hairs that were probably created with blender. it's a lot more complicated to make hair using blender, so most do not use blender when creating hair. even if it's wildly accessible, for those who actually want a high quality mesh and something they can get done in a few hours, they use a more complex and understanding program, such as 3ds max.

There is everything you need in Blender. This software is totally not user friendly, but once you understand the basics, you can do almost everything with it. "Alpha hair" are basically made with different layers of "flat" mesh parts that received a texture with transparent ("alpha") parts.
When you look at the available hair mods, you will notice that most are "alpha" hair. There are two reasons for that: - Alpha hair are, in my opinion, easier to make than "clay" hair. - People just port the same hair mods between the different games, be it sims2, Skyrim, Fallout or whatever.
The problem is that Sims4 isn't made for alpha hair, so that kind of hair will never completely blend into the game. Some people believe that their hair styles still look good, but my opinion is that the most talented modelers do clay hair, not alpha hair. But that's only my opinion.
