What does the specular map need to look like if you don't want a CAS part to shine?

Black, if its a CAS item you can just use s4s to blank it.

The screenshot that OM is showing you is before clicking on the blank button. I have cleared the specular overlay and kept the specular mask. Just had to export the two and edit the overlay to clear if it had any textures that make the CAS item shine. No more shine. Many CAS items would always have a blank specular overlay with a black and white specular mask.

Yes, by blanking the specular, the mask turns to black.. which isn't necessarily the best.. because if there's no alpha, then the object falls to the rest of the cas items' specular that are present on the body. The mask marks the space where the texture map should be gathering the information of the overlay. If there's any, then... another object's shine can pop through. Hope that's easy to understand.

even after i blank the specular, when i go into my game its still shiny. i dont know what im doing wrong

as I suggested above, I recommended editing the textures instead of using the blank option.
one of the textures needs to be completely black (both main and alpha), the mall should have the alpha channel texture on it.
