So I'm editing the leather jacket/hoodie that came with City Life, and I'm trying to separate the jacket and get rid of the hoodie so I can replace it with a jacket. However, since the hoodie is obscuring parts of the jacket, I can't delete the bits around the neck because it'll make the jacket look funny. Is there a way that I can fix the bits of the jacket where the hoodie was? Here's what it looks like:

It's not that I need to append a nude top (I have already appended a tshirt to the jacket), it's that I need to replace deleted bits of the leather jacket. It's hard to explain, but I hope you know what I mean

i see, i understand now what you were trying to say. There's not really an "easy" way to do that, you'd have to mesh the parts your self or you can use the "proportional editing" tool in blender to mold the medium top part of the back of the jacket so that it's on the same lever as the rest of it.
Here's a tutorial that explains how it works, but there's more in youtube if you find it confusing. I tried to pin point the time stamp that i considered you should watch.
Remember that you should fix the UV the same way so that the texture isn't distorted.
The easier way would be picking another jacket that doesn't have that back you don't like to start with.
