everytime i import a new tattoo dds it looks dark blue and faded? i know it isnt me, i do what i always do in photoshop this has never happened, (and yes i have the latest s4s) why is it doing it?? and is their a fix?

Ive been working on a ts3 to ts4 hair conversion, and im stuck on assigning bones! Im new to it and I tried but i cant seem to get more than one joint on there! please help thanks
