The answer depends on what properties of the rug you're looking for. A rug is a mesh made of a plane, it has a rug shader, rug tuning, and a rug footprint. If you change the shader to a mirror shader to make it reflective it isn't going to be a rug any more per se. It looks like the original item you've worked with is a mirror. Try just changing its footprint to that of a rug or decal. The Sims should walk on it then.

this is more complicated that i thought to get it working correctly i need it
1. to be a floor object 2. sims walk over it 3, sims don't try to use it as a mirror to brush teeth, calm down in mirror etc.
ok i think i know how to do it. going to try tomorrow.

I would give it the footprint of a rug and the tuning of something inert like a deco object of some sort.

Hmmm, has unknown3 been removed with EA's latest patch or S4S 2.4.1.9? I went to update some old cc made (Geoffry the Giraffe & Sewing Machines) to set on shelves for a store and I can't find it anymore.

It was renamed a little while back, ironically enough, to make it easier to find now that we know what that unknown does. I need to update the tutorial...sorry for the confusion:

I have a question about slotting behavior "0" (will not sit on a surface). I had a request to try to fix my Counter OMSP to accept countertop appliances like the coffee maker and microwave. I've looked at those items, and they ones I've opened so far all have slotting behavior "0." BUT they will sit on the countertop. I tried adding a "0" value slot to the OMSP, but that didn't seem to do anything. I suppose I could make default overrides of the appliances with a different slotting behavior (which does work in game), but I'd like to make the OMSP work with them as-is if possible. Any suggestions would be much appreciated

For the item to be placed on a shelf, should it be 3? Cause now my object is on 2 and can only sit on tables and desks.

3 is for a large item. If 2 won't allow your item to sit where you want change the number to 1.
