Are there any programs that can do this for me or a way to do it in blender or something?

Hi! I'm not aware of any way to see that isn't on game. The best way is to look in game for an object that has the type of shine/specular you want. Then you clone said item and replicate the structure of the texture onto your object.

You can preview specs in 3ds max so I assume you can in blender too, but its not the same as the game so its a waste of time anyway

CmarNYC's S4 CAS Tools has the option to open a cloned package and on the Previewer tab you can select to show the specular (and others) or not. It is at MTS HERE. I hope this helps. I use that program for many different reasons, but the texture options is definitely one of them!
