you can fix this by deleting the part of the legs that are in the dress.

If you wanna keep the legs inside the dress you will need to adjust the weights manually as no existing mesh from the game will help you achieve that. EA doesn't keep unnecessary parts inside their meshes as they close the bottoms of skirts to hide the inside (or not bother make them)
So yeah, gotta have to paint them yourself. It's quite a pain to do in the beginning but it gets better with experience. Although it takes a while to do perfectly (but for legs, it shouldn't be thaaaat hard as the movements in this area is limited).

It wasn't that part giving trouble though. The knee part of the outfit was clipping through the legs, which were alright since I copied that part of the legs from the hidden bottom part to maintain the correct weights. EA closes the bottom part, but part of the leg remains inside the mesh, depending where the bottom is of course. Lots of their outfits have a lil bit of leg poking inside the mesh, that's no trouble at all, unless you leave the entire bottom mesh inside. :P Someone else fixed the weights there for me after all, so the outfit works great now. There's just lil bit of distortion on the necklace depending on the body type of the sim, so I'll have to manually edit its weights to make it flawless.

I saw that your necklace has different color of vertex paint. Try matching it with vertex paint of the outfit.
