why put it in the green top space? won't that conflict with tops? i placed it in the bottom now its conflicting with the legs I apologise. It was late when I made my reply and I confused myself looking back and forth at the images. It would indeed need to be mapped in the bottom area.
May I just ask, are the legs of the Sim fully modelled under the inside of the skirt? If so then you can simply delete the parts of the leg mesh that are never seen in game and move your skirt UV to that section of the map instead. No need to use the "extra" space at all.
I already deleted the leg vertices inside the skirt, so no. The problem is, the way the leg texture is, I would need to scale the skirt texture a lot smaller on the y axis to fit it into that space, which I didn't want to do because it would lower the quality of the texture. But I think I'll just leave it the way it is, like Annabluu suggested, and test it again with more EA shirts to make sure it works fine with EA shirts....

Why not compress the top of the leg mapping and move the skirt texture so that it fits between the legs and torso? You will still need to scale it down slightly but no where near as much as trying to fit it in the "extra" space. I didn't notice any real difference to the appearance of the texture on the legs.

I'll see if I can spot the problem.
***
Are the tops giving you this bleed only CC? The place you put the skirt texture is kind on a "dead zone" for EA meshes, and "left over" stuff there would not bleed into anything because usually there's nothing there, but in your case that's where the skirt is so it could be catching the "bleed" of another creators "left over" texture.
See how it skips the top (skirt top is placed on the left) and appears on the middle of your skirt. Try looking at the texture of a shirt that gives you the bleed and see if there's anything left there from the creator. If there's no "left over" from the other creator, someone else here will surely help you out.
ps.: actually, I think that's where the bottom of the top goes, if I'm not mistaken, so no "left over".
Just the round bottom that usually closes tops and skits.

I used both maps, the body texture and the uv one on top.
