To post pictures and files you need to upload them to external file hosting websites and link to them here. This forum does not have the ability to upload attachments directly.

Have you tried following this tutorial? I think you will need blender for this. If it still doesn't work then please share the .package and .blend file so we can have a look (upload on any site like mediafire, sendspace, mega etc).

yep managed to do that and the sims themselves can wear it but when you put it on the mannequin the mannequins head disapears like in the screenshot...it is pretty frustrating...I wouldn't know where to start in blender to be honest

We can't access that. You need to paste the sharing link. Go back to your file on OneDrive and select it. Then across the top of the page you should see the Share option. Click on that and it will provide you with the link that you need to paste here for us to be able to access it.

I can access your file now. I'm not the most experienced person when it comes to hair or hats but I'm guessing part of your problem is that your base item is hair and you have just changed the category. Mannequins are programmed to not be able to wear hair (as you know, otherwise why would you need to make this?) and so I can only assume there is an internal tag or piece of data that is still recognising the original base item was hair.
I would recommend extracting the mesh and texture from the package you have currently and then start a new project using an actual hat as a base. Since mannequins can wear hats this is more likely to work. You will also need to edit the hair mesh to remove the other hat chops. Since it will be used as a hat and not a hair, these additional hat chops (hair shapes) aren't needed.
