In the sims 4 Vampires, there are a lot of cobweb, wall's holes, wall´s cracks, etc.
If any real house in our world has any of that, the price wold drecrese considerably.
So, what I want is for all those things, instead of being worth 0, that by placing them the cost of the lot decreases.
for example at cobwed price will be -15

I don't think items in the buy/build catalog can have negative prices, the lowest being 0. Negative prices would in theory mean sims earn money by placing the items.
Not too familiar with modding TS4, but it may be possible to make a modded item that reduces the value of the lot in some other way.

I don't know how someone would make it work, but I had a run-down house I found in the gallery. I had a couple of teens living there, the idea was that they had been kicked out of their homes because their parents disapproved of their relationship. Clothing piles all over the floor, some landscaping stones all over the floor too that looked like fallen bits of plaster, along with newspapers. Well, they were desperately poor, not slobs, so they cleaned up. I had to keep cheating their money back down after selling off the debris off their floor! Same deal with the weeds and other junk in the yard, they kept MAKING money by cleaning up.

My idea was almost opposite. I want a ruined cheap house, that gets expensive when you start fixing it. Negative moodlets for those objects would give more reasons to clean and fix

Maybe a way to clean the cobwebs instead of selling them, or a way to repair the cracks/holes as a bump to the handiness skill. Also a way to have the house degrade by itself if some general upkeep isn't done.

This is exactly what i was looking for, negative prices for cracks and holes, in combination with some negative moodlets. Anyone knows if this has been made by anyone in the mean time?

As far as I've been able to tell, either it's not possible to have a negative price or no one has figured out how. If it were possible, someone would by now have figured out how to make a TS4 version of the TS2 "mortgage shrub" mod (a shrub that reduced the price of the house when placed, and cost money to remove, so households could buy houses they couldn't otherwise afford but had to pay for them as they earned the money to do so).
