What I have learned:
PCs and Macs don't download files the same way... which obviously makes sense. Thank you to LuvMySimz for pointing it out. Hope this helps anyone who is switching their game from PC to Mac or vice versa!
I have been playing The Sims 4 with CC on my MacBook.
I just got an old gaming PC that runs windows 10. I installed Origin and The Sims 4 and it runs perfectly on the PC. √
I transferred my save files and those load up nicely too. √
Now, I transferred all of my CC, which still works on my MacBook (none of the CC files are corrupted), to the PC and now the game won't start up with any CC. I literally tested folder by folder. I then tested file by file. Even the CC that I created myself (simple recolors, no new meshes). X Origin Error below. The text will change to whatever CC file is in there, no matter what.
The other place where I get CC error is in Sims 4 Studio. I get an error message every time I boot up S4S. However, I can still view all of my CC in the viewer, make changes, etc.
There must be something wrong with the CC... but I don't understand how it works perfectly on my Macbook and now on PC it just doesn't.
I have googled this issue and read so many comments and followed advice (like I listed above). If anyone can shed some light onto the issue or if anyone has also changed computers like me, please share.

I already went into my in-game settings and made sure all "Enable CC/Script" settings were on √
I already cleared cache files √
I already removed resource.cfg √
I already removed The Sims file in the /documents folder completely and started anew. √
I already "repaired" the game in Origin √
When I take all of the CC out of the Mods folder, the game boots up normally. √
