I want to change what a debug item does,take a function off and add new ones to it. How would i go about doing that?

Are we talking about interactions, or tags? If you want to edit the tags, go to the Warehouse and under Object Catalog click "Edit Items" across from where it says Tags, then add and delete as needed. If you mean interactions, create an empty package, import the Object Tuning, go to Super Affordances at the bottom and delete what you don't want. To create new ones you can follow this tutorial (it won't be a social interaction though), and just add it under the SA list once completed.

Sorry to resusitate this post from two years ago, but I am having difficulty doing something somewhat similar. Specfically making a particular debug outdoor trashcan functional; the Gulf Coast Wetland Trash Can that comes with the base game.
I thought If I put another outdoor trashcan inside the debug wetlands one but bb/.moveobjects that it would'nt hinder the functionality of the usable one, but unfortunately it did.
I then tried neumerous way through Sims 4 Stuido to create a functional one, inculding trying to copy an exiting functional can and adding the mesh and texture of the Wetlands can to it. Alas, although the S4S prieview looked like it had worked, when I tried to test the object in game, it was functional, but the mesh was all messed up combination of the two meshes (the original mesh of whichever functional can I tried and the ripped mesh from the wetlands can, which obviousely is not what I wanted.
I could really use a tutorial on how to make thie debug trash can functional, if at all possible. It immensly compliments one of my particularly favorite island builds

I'm not sure if it's quite the same, but I did make an unused mailbox functional once.
If you wanted to just override the debug trash can you have to add tuning and tags to it as well as export and import slots from a similar trash can. Basically copy them over one by one. It will lack the geostates found in actual trash cans, so you may want to just export the mesh and turn the barrel trash can into the wetlands one.
If you just want to copy over the mesh to a new CC item then you need to copy it over every geostate. They probably have different cut numbers, so it's not enough just to export from the debug one and import into the new one; you have to change those.

Thanks for this explanation! I am not as well versed in S4S just yet, but I have modified the tags, but not sure if I modified the tuning aproprateely because it still isnt functional (Doesnt have an option for a sim to "Look for Discarded Toys" when I test in game, and won't allow sims to take indoor trash to it) so I might be doing something wrong there.
What I don't know to do at all is how to modify the geostate.
Also, could you either attach a link on explaining geostates and what they are, or give me your own explanation of them? I'd love to be a bit more informed.

Ah, I did a little exploring and I found the "Geometry States" box menu under the mesh tab, which is undoubedly what you mean by Geostate. That'll probably be one of the harder elements to make the debug can functional because it doesn't have any other mesh avalable except the default upright mesh. And, I am not well-versed in blender to make them.
Man is this a whole lot more complicated than I thought it would be.
Also, about the tuning, I did find the "Export Tuning" options in the main menu bar for S4S but it appears that exporting it exports -ALL- tuning within the game, not just the tuning that pertains to a functional non-debug trashcan, so it's not as easy to copy functional tuning to a non-functional object.
Poop. Idk if I even want to try this further, It really feels to be quite over my head.
I'm primarily a texture modder, so already getting in this deep trying to make this thing functional is probably over my current capability level.
