Yes. Only 2.70 to 2.79 work with S4S.

Only 2.70 and 2.76 are officially compatible versions. 2.79 will work on some computers and on others won't. Anything above 2.80 is not compatible.

You can make meshes with the newer versions (if you think it's easier to use the tools in those) and then import them into 2.76 (.77/.78/.79?) for the final adjustments (weight painting and such for CAS) and for importing into S4Studio.
It would be similar to the process of importing a mesh from another meshing program (MD, 3D Max, Zbrush, Maya, etc.) or a downloaded mesh. I'm not sure if the earlier Blender versions can properly read the newer Blender formats (I've tried opening a few, and some work, others give me empty files), so keep that in mind when you save the files. It's possible you'd have to either save as a different format (OBJ?) or do some other changes to the Blender files to make sure they're backwards compatible.
