Hi. Do not watch tutorials where you are told to download 2.70, they are generally the same in their lack of explanation and mistakes.
1). Whatever you import in the package must be affected by the same bones as whatever is cloned. You cloned a texture based item, it's package contains a single polygon that is not affected by bones your whole garment should be;
2). If you plan on sharing your cc with other people, you should clone a base game item;
3). If you want it to be an accessory, it should come without body parts;
4). You should transfer weights and uv_1 map from something that has the data you need, meaning if your garment covers the face, the reference should come with the head, if your garment goes below the waist, the reference should come with the lower body;
5). Your item is extremely and unnecessary high poly. It is also skin-tight, meaning you do not even need the mesh in the torso area;
6). The uvs should go in the space freed after you delete all areas of the body covered by clothing. Right now the uvs are in the space meant for bottoms;
7). Since this is technically clothing, you need to vertex paint it with 00ff00, not 007f00 ( meant for accessories and hair );
8). You should never use Make blank button, it removed the maps from the file thus disrupting it and causing all types of issues.
What you should do:
- if you have a version of the file before you applied subsurface modifier, go back to it and lower subdivision;
- switch to Edit mode, select uv_1, select everything and set
this image as the background, put uvs in the space meant for tops;
- enable sync, select all body parts in UV editor, press Delete and choose Faces in 3d view;
- unfold rig, make head, bottom_2_3 and top selectable. Select each of them and press Shift D in 3d view, then Esc to confirm the action. Then Shift-select, head.001, top.001 and bottom_2_3.001, join them with Ctrl J;

- select the combined mesh, select edge loops where the mesh should be joined ( neck, waist ), Remove doubles with Merge distance set to 0,0001;
- select the garment, add Data transfer, use combined mesh as Source object, set the rest like this, apply;
- delete all vertex groups, select the combined mesh, Shift select the garment, transfer weights like in the pic, use Clean and Limit total;
- use
this addon to remove unused vertex groups, you should also remove vertex groups in the mouth area unless you want the garment to move with the mouth, do not forget to normilize weights after that;
- vertex paint the mesh with 00ff00;
- clone a tank top, import the blend there, change the category.
- use
these blank maps at first, but you should make proper ones
