There is no meaningful answer to that question without knowing what kind of content it is, except for S4S batchfixes.

There are tons of different objects that are in a .package format. There is no way to answer without knowing what file and why do you need to update. Not all old files need to be updated.

Same. How do we update the mods to reflect the new patch? When I add my cc to the mod folder packages it won't load my sims 4.

no not broken but outdated What desired effect do you hope to achieve by updating them? As Feyona said, not all old files need to be updated to work as intended.

no not broken but outdated If you can explain what you feel is outdated about them, someone might have an answer for you, but there is no reason that walls and floors would need to have any changes made to them just because they are old packages; there have not been any across the board changes to walls and floors in the game.
