Found it!! Thanks to Frankk for making it and MizoreYukii for pointing me in the right direction!
I really want my sims to be able to have different languages - I have a pretty in depth idea for how a new mod could work (see below), but I put "WCIF" first just in case someone has already made any such mod.
My idea:
Every sim, teen-elder, has bonus traits for each of the languages they're fluent in (could add a bit more complexity with levels of fluency, but just fluent-or-not works too). Each sim has to have at least one first language which they use automatically.
For pre-existing sims, their first language trait is generated when the player opens the game. (This could probably either be randomized globally, randomized for each world/neighborhood, or just everyone speaks one language unless the player selects a specific sim to speak another. Definitely players should be able to click on a sim and change their language traits.)
For new sims (ie, the children of pre-existing sims), the child acquires one or more first languages when they age up to a teen. They automatically get the first languages of their parents, provided those parents were in the same household. While a toddler-child, the sim can also actively learn other languages at a faster rate than older sims. They'll get a boost when they age from toddler --> child based on the languages of household members. (So a toddler is in a household with a first-language-simlish as a parent, a first-language-spanisim as a cousin or something, and a second-language-franisim cousin. Upon aging up, the child automatically has level 10 simlish, and a boost for the others, say a level 4 spanisim and a level 2 franisim.)
After a sim has their first language(s) they can then learn second language(s) as a skill, becoming fluent when they reach level 10.
A sim can learn a second language (or a child can learn a first) mostly by books, a computer, and speaking to other sims in that language. Maybe language could also somehow be learned in elementary/high school, or a college class with discover university. Similar to charisma, actions like reading a skill book or practising alone will raise the skill slowly, whereas interpersonal interactions raise the skill quickly.
Sims which are fluent in a language can also teach that language to other sims, which makes them learn at twice the rate. This would compound with the child learning bonus, meaning a child could learn a language from a fluent sim 4x faster than an adult could learn that language alone.
Now to what I think would be the tricky part: effects/interactions.
So, first of all, two sims can only speak to each other if they have at least one language in common - say one's first language is spanisim and the other's is simlish, but the first sim's second language is simlish. Then they can communicate.
This is except for toddlers and children, who have limited interactions with adults who don't speak the same language (and vice versa). Children/toddlers also gain skill in a language when they're speaking to a sim in that language, or vice versa. (Sim has first language simlish. They talk to a child or a child talks to them, the child now has a bit more knowledge of simlish).
If sims have more than one language in common, the player can decide which language they use to speak to one another.
There are a few other ideas that I have floating around in my head, but they're pretty small and inconsequential, not nearly as big or complex as the above.
I really hope someone is able to do this, even just a bare-bones version, as I really want my sims to be able to learn different languages, preferably for actually practicality but if nothing else than for storytelling purposes.
