I create SIMS 4 Machinima. One of the painful things to do is to position the sims at the right place.
Currently all that I can do is to click a position and tell a sim to go here OR use the teleport statue OR teleport provided by TOOL mod. I wish that I can move sims by click and drag them and rotate them. Even better if I can click and drag move a group of sims.
Doing the old ways, takes to many steps. If you doing it repetitively, it's time consuming.

You can use TOOL to move sims around before or after posing. I don't know the details on how, just that you can as it's been talked about a lot in many servers I'm in. I'd suggest looking up tutorials regarding TOOL and see if anything shows up. Also, TOOL has a grouping feature for objects, not sure if it correctly works on Sims but knowing Tmexi I imagine it does (sims are objects but EA puts a lot of blocks on them).

I'm using it currently. But still, it's a bit a hassle to position and to rotate the sims for a shot.

TOOL is the only mod like this that exists out there. The developer of that mod spent months on creating it. I bet it is easier to place a sim for a shot than to code something as difficult as this.

Ok... well how about the mod is modified to be able to place a sim without getting through all the menu? Like maybe press F2 and then just click it to a certain point. The TOOL's teleport "normal" way is a hassle (no undermining attended) because when we "teleport" a sim to a certain point, often times, not arrive at the exact point we attended to. Then we have to go through the menu over and over for the sim.
And then how about F3 to rotate the sims.

Um, no one is going to modify a mod of an active creator, especially a mod that requires more than just an average knowledge about coding. It took 6 hears for someone to come up with a mod like this. Also, you don't need to start over if you teleported the sim to the wrong spot. There is an easier way to do this by shift-clicking on the sim, choosing TOOL - toggle active and then clicking at any spot. While the sim is green (active) you can click over and over on the ground and it will move where you click. Simple as that. I am able to pose 2 sims in less than 30 seconds.

Well, in creating a machinima I need more precision in placing the sims to make a scene. And I work sometimes with more than 2 sims and in many scenes. Sometimes I have to reposition the sims back at the correct/same place, to redo a scene due to a bad timing. You know like in the movie, when you have to do many takes. I'm not talking about making a pose for one still photo shot.
"shift-clicking on the sim, choosing TOOL - toggle active and then clicking at any spot" The steps you mention don't seem a lot if you just do it once or twice.
It becomes time consuming, when you have to do it like... a lot. And since I have to do stuffs to make scenes, for ex: Changing the mood to make the face sad or happy, going through the TOOL menu isn't the only menu I have to go through. You add everything, it becomes one to two weeks or a month to create a 10 min movie.
Ok, don't modify the mod. Maybe someone could make another mod just for positioning and rotating a sim. Of course I don't know about how hard will it take. Since I'm not much of a programmer either. It's a wishlist mod.

Since TwistedMexi is probably the only person currently equipped to make such a thing, and his highest Patreon tier offers 'High-priority on viable feedback/change requests for upcoming mods' as a benefit, perhaps you should head over to his Discord and see if he'll converse with you on whether he thinks the things you want are viable. If he does, then you'll be able to secure priority for them by signing up for that tier. Even the lower tiers offer other ways you might be able to make suggestions (they just don't come with the priority).
If he does not think they are viable, then they probably can't be done, or at least can't be done with our current level of knowledge.

I just played with a TCP socket and a console running in a unique window. This looks very promising and allows to move/rotate the active sim around with the keyboard (no mouse support). In windowed mode this seems to be acceptable while it is still far away from a "stable" implementation. Would this help you?
A client implementation in C and support for a 3D-mouse would be nice, but I don't have such a mouse and wrote my last C code years ago.

I uploaded it here: simfileshare.net/folder/126804/The client requires Python, I hope this is not a no-go. For now only the active sim can be moved and the game should be paused. Rotating objects is yet not possible, getting the object id seems to requires a .package with localized strings for on-click super affordance interactions. License: creativecommons.org/licenses/by/4.0/It one wants to add it in her/his mod or enhance this mod just do it. Sim rotation: a s d f g ... Rotate the Sim 90°, 45°, 25°, 5°, 1° to the left. h j k l ... Rotate the Sim 1°, 5°, 25°, 45° to the right. The Rotation matrix allows to adjust how the cursor and numpad move the Sim. If 'up' moves the sim to the left instead to the back use the rotation matrix to fix this. Or rotate your scene within TS4. q w e r t ... Rotation matrix -90°, -45°, -25°, -5° or -1° u i o p ... Rotation matrix 1°, 5°, 25° or 45° Cursor Keys ... Move the Sim 0.5 in x/y direction. Cursor Keys + Alt ... Move the Sim 1.0 in x/y direction. Numpad-0 ... Set the move delta to 0.01 Numpad-. ... Set the move delta to 0.1 Numpad-* ... Double the move delta. Numpad-/ ... Half the move delta. Numpad-+ ... Move the Sim 'move delta' up. Numpad-- ... Move the Sim 'move delta' down. Numpad-1..4, 6..9 ... Move the Sim 'move delta' up/down/left/right. Num-Lock must be active. Entering numbers 1-9 does not work.

Could you explain step by step how to use this? I'm a non developer. So some technical terms you're using isn't easy for me to understand. And I don't have any experience of using phyton.

Installing Python from python.org should do it. www.python.org/downloads/release/python-379/ --> 'Windows x86-64 executable installer' for Windows 64 bit. A standard setup should make sure that .py files are executed by Python. Then double-clicking on o19_client.py could launch the client, otherwise it must be started with "python o19_client.py". In the meantime I'll work on the HTML version which requires only a browser.

I replaced the console with an HTTP server. Delete the o19_socket.py file. The old download is available for reference in simfileshare.net/folder/126804/ but only o19_http_server.zip with 2 files is needed! Extract both files into the Mods\o19-Debug\Scripts\ directory. Then start TS4 and enter in the cheat console (Ctrl+Shift+C) 'o19.http.open'. The socket should close after 30 minutes / timeout errors. Press Alt+Enter to switch to windowed mode and open 'http :// 127.0.0.1 : 10000 /' (without quotes and spaces) in browser (so far only tested with Firefox and Edge). It will load the o19.html file (you may edit the local file to tweak settings) and display it in the browser. Now also with mouse support.

I can't download the files from : simfileshare.net/folder/126804/
If the files clicked, it just took me to a page with a bunch of XML syntax.
