Hi,
I am a noob so this question might seem naive, but is it possible to manipulate the size of the wall decals to make them bigger (size of the mash, model) only in S4S, without using Blender?

no, but you can make them bigger in-game by pressing Shift + ']'

Yes ... The reason I am asking is that I would like to make my own decal, but that is exact width of 1 wall unit, and all the game decal models are smaller, even the biggest ones are a bit (like 10%) narrower than the wall...

Yeah, still not possible to edit meshes in S4S. You might be able to make a decal that was the correct width that, when you enlarged it, it became exactly one wall unit wide. Or, since it's going to be CC anyway, you could investigate CC wall decal meshes, like this one which has a very friendly TOU.
