Hi. Most likely the mesh is affected by eyebrow bones or something in that area. You should assign the whole hair to the head bone only. The bangs that reach eyebrows are vertex painted with a special color, 007F3F. Just at the very end where it enters the eyebrow area

The hair is not assigned to the head bone and the head bone does not have the correct name, the game will not recognize it. It goes like this: 1). Unfold rig, make the head selectable, select it, find a vertex group called b__Head__, double-click on it, press Ctrl C to copy the name; 2). Select the hair; 3). Switch to Edit mode, in 3d view press A to select the whole mesh; 4). Click on the + button to create a new vertex group, double-click on the name, press Ctrl V to paste b__Head__, Make sure Value is set to 1, with b__Head__ vertex group selected, click on Assign A few more things: Do not delete body parts under rig; Make sure there are two uv maps and they are named uv_0 and uv_1; The hair must have 3 meshgroups and assigned type;
The hair should be able to morph, otherwise it will not conform to the head shape. Vertex paint it with 007f00 and trannsfer a uv_1 map from the head How to transfer a uv_1 map - unfold rig, make the head selectable; - select your mesh, add a new map, name it uv_1; - add Data transfer modifier, choose the head as Source object, set the rest like in the pic, apply in Object mode.
