Try updating to the newest version and make sure your file path to the game is correct. And share your blend file and package file. Just noticed that you did share your blend. Sorry. I just read where someone was having trouble importing a mesh and it had to do with weight assignments. And someone else reported a problem and it was because they were using a version of Blender that is not supported. Edit: Take a look at this post here.
2nd Edit: It doesn't look like you have any weights assigned to your mesh. Did you transfer the weights from a reference mesh? Your mesh seems to be excessively high poly, as well, and you have the body parts under the shorts. This adds to the poly count and could also result in clipping. I'm betting that the lack of weights is why you can't import.

Hi. Whether the mesh is rigged has no say in whether it will be imported. Your mesh is rigged You have 2 version of Blender, but only one of them has s4s plugin. You saved the file in the version that does not have the plugin so it is not recognized by s4s. There's more - your mesh is vertex painted with the wrong color, should be 00ff00; - it is very high-poly, chains are the reason for that; - all parts of the body covered by clothing should be removed; - model in quads in MD. That said, you do not need 2.70 at all. Everythig can be done in 2.76 ( or 2.78 if it works for you ) There are two key differences in 2.7 and 2.76-2.79 that give people problems. When you click on Transfer weights in 2.7, all vertex groups and values are transferred, in 2.76-2.79 only the values of the active group. All you need to do is change that setting (it’s called Source layer..., change to By Name). However, changing a few more settings will give you a lot better results -make sure both the reference and your garment are visible and selectable; - select the reference, shift-select the garment, in weight paint mode click on Transfer weights, set it like in the pic, then choose Clean with All groups and Limit total. Another difference is that in vertex paint the shading is not flat, so you can switch it to bounding box to sample the color
