So, I've been trying to figure out why my cc is tearing through so hard around the waist area. If I make my sim any larger than this, it really starts to tear- not sure why.

Hi. Please always share the blend and package files. Did you transfer the uvs with nearest face interpolated? Are you using a custom body preset?

We only need the blend you imported in the package, otherwise it is hard to say which one is the last.
Anyway, your garment goes below the navel. In that area, it should be affected by bones and morph native to that area. For this to happen you need to transfer that data from something that comes with the pelvis. Your reference top does not contain it. Just use lingerie set as a reference
There's more: - all parts of the body covered by clothing should be deleted and the garment's uvs should go in the freed space. Your uvs would be bigger if you were to cram them in the torso area; - do not join the body with the garment until you transfer weights, uvs and vertex paint. The body is already uv unwrapped, rigged and vertex painted to perfection, re-doing it can mess this up; - if you plan on wearing this garment as a top, bear in mind that there will be clipping or overlaying of pants

I usually see it with set outfits.
