I have no experience with 3d modeling and the results always turn out horrendous for me (I think it had something to do with weights). I just want to remove the head from the mascot costume like how the head and outfit are separate pieces for the discover university mascot costumes.

I was able to find a Yama-chan head :D It's created by Maru and the original link could be found here (however,you might need to use google translate for it if you're not native to Japanese, also none of their items have adfly): simtelma.blog.fc2.com/blog-entry-21.html#chapter30
