Does LOD 123 shares the same weight paint and uv_1 of LOD0?

Uv_1 is the same, the weights can differ. If, for example, the bone was not affecting much in the first place, by the time ts4 developer reaches lod2-3, there may not be any vertex left that is affected by it at all. So lod0-1 may have skirt/thigh/thightwist bones but lower LODs may not

how about uv_0, LOD 123 sharing the same uv_0 of LOD 0?
Another thing, I have an assumption, that the more our cloth mesh edge flow is similar to the nude or TS4 cloth mesh, the less problem it will have with the animation. Is it correct?

Everything else is the same in terms of placement
Well, the weight transfer result will be better but ultimately there will not be much difference unless the wireframe is very dense
