Why the deformation on Blender could look good, but bad in the game. Like on Blender there's no clipping whatsoever, but when tested in the game, clippings on many places and could be jaggy. There must be other factor influencing the deformation in the game, other than weight paint but not taking effect on Blender (other than vertex paint).
Is there?

It’s a combination of everything. In the game the shape of the mesh differs from the one in blender because of morphing. The movements also differ, just because something looks right in a specific pose does not mean it will look right in others

Then how TS4 dev test their mesh and make sure things work properly.
Do they have somekind of testing kit that is not available to us?

They have an entirely different software made specifically for creating content for ts4. At least the screenshots looked like no other 3d program
