Hi. What part specifically do you have problems with? What software do you use ( photoshop, gimp, blender, etc)?

You can approach it like this: - watch a tutorial on making the skin overlay for the sims 4. This will teach you how to project an image on the surface of the 3d model in photoshop; - after that watch a photoshop tutorial on removing the background. Basically you want to remove the skin from image (result of the previous tutorial) so that only the hair remains and the rest is transparent
