I haven't tried it myself, but I imagine it was made by cloning a tail, then in Blender duplicating the mesh to get the desired number of tails, and then rotating the additional tails to different angles while leaving the tail/body seam verts in the original positions.

Thanks for the help, but I have problems with duplicating the original parts of a sim/pet. For some reason it has no mesh and I can't convert it into one either
Edit: I mean I could duplicate it but it won't show up in Sims 4 studio when I import it

If the modified mesh won't import correctly into S4S, you should ask in the creator help forum and upload your package and blend. My guess is you're not combining the meshes into one with the correct cut number so it replaces the original, but I'm far from an expert in the process.
